I recently put a new desktop computer together. Every part is brand new and assembled with the utmost care. The other day my processor arrived so I installed it along with the atx psu from my previous desktop until I got a more powerful one. Everything was in place, I flipped the power switch and..... nothing.
I then unplugged every power connector and jumped the motherboards power control wire on the atx to ground and the psu powered on. Strange. I then put the psu back in the old desktop plugging in just the 24 pin connector and the four pin connector(no peripherals), and again- nothing powered on.

I sometimes have a similar problem with my computer, although its pretty old. The power supplies are fine, but they won't come up.
Check to make sure all the pins on the power headers are clean, and that everything snaps in properly. Cycle the connectors a couple of times just to break-down the surface a bit if necessary. Then go back and double check that your power switch works, makes and breaks contact properly, and verify that its connected to the correct header. Double check the BIOS battery, or install a new one if necessary.

Check the +5v standby supply is ok too. All psu's have protection circuits that if the main rails dont come up to normal voltage within so many hunderd milli sec it immediately shuts down again, this can happern if its loaded by a powerfull graphics card that it struggles to cope with. Also double check the power push switch by unplugging it and using a meter to test it, have only once seen one faulty but it turned out to be a bad solder joint on the little pcb that it was on behind the front pannel. Failing everything else you can allways have a peek inside the psu, see if there's any caps with bulging tops, or overheated componants. Was there any signs of psu problems with the old pc, like unexpectedly shutting down without warning?
