Have you checked out the 200 volt or 400 volt capacitors inside PC power supplies, which can be scrounged for free?
Plenty of online stores have caps for much lower than the price you suggested.
One I walked into, a few weeks ago, is Anchor Electronics in Santa Clara, CA, USA. There I see 1500 uF 200 V radial-lead caps for $2.25. 32 of those could be equivalent to what you asked for.
That 1500 uF value seems to be a sweet spot, price-wise, in today's ebay offerings. This vendor has them for $1.50 each if you buy 200. Make him/her an offer for 40 units, or 60, or 100.
3 lots of this item would also be more capacitor than you asked for, and within your price range.
