I am not sure what you mean by running your tube 'in open air', as it should be run in a shielded cabinet, if it is to be run at all.
Setting that aside, a decision about mounting a tube will usually depend on its topology and the type of terminations it has, whether side window or end window, its weight , its cooling requirements, and so on.
Without seeing a picture of the tube, and its data sheet, it would be hard to give any reliable advice.

Fibreglass PCB material is hard to beat for the combination of mechanical strength, electrical insulation and moderate heat resistance. The thicker 3.2mm material is very rigid.

You could use fibre glass tape, rope, etc. You could cut some fibre glass cloth and twist it up into string if you can't get tape.You could also place a pad of fibre glass cloth under the tube as well.
EDIT: Woven rovings will be far better than chopped strand mat if you decide to use cloth.

Bill, you should try to get hold of the actual datasheet from Toshiba so you can consult the anode heating and cooling curves for your tube. Dental tubes are only designed for short exposures, and the anode heat capacity might be exceeded and the anode damaged in a two minute continuous exposure even with your reduced input power.
The datasheet will also contain mounting recommendations.

That would be the normal thing to do. If they didn't make their datasheet available, no one would be able to design anything using their tubes, and they wouldn't sell any!
