What is the actual propellant in ESTES rocket engines? Is it gunpowder or something else? Also, what is the current propellant in bullets? Since there is no smoke I would guess it is a less explosive form of nitrocelluslose.

It's actually just black powder. It's compressed tightly and as it burns it makes a strong rocket jet due to the cement "nozzle" at the bottom.
Bullets typically use smokeless powder. Usually it's nitrocellulose mixed with a moderant to slow the burning rate. Some stabilizers are put in there too, along with flash suppressants and sometimes a decoppering agent.
