So finding U and Th metal has proven difficult, but during my search I've come across many compounds. I'm just wondering if there is a way to isolate the metals. Also, any reaction that forms a precipitate is bad for two reasons: A) U/Th dust is dust, and dust gets everywhere. B) U/Th are both pyrophoric, and it's common knowledge that radioactive smoke is great for your health.
So, is there any way to make solid clumps of metal from say, uranyl acetate, thorium chloride, thorium hydroxide etc.

I dont know if it works for thorium chloride, but serval metals can be made from the chloride salt by running electrolysis on the molten chloride salt. Not particularly easy for a hobbyist though. High temperatures and elemental chlorine. Look up "downs cell" if you are interested.

I don't know anything about US legislation, but in the UK products such as thoriated welding rods and gas mantles are exempt from regulation under the Radioactive Substances Act 1993.
However, if the thorium were to be extracted from those exempted items, that exemption would cease to exist, and you would have committed a criminal offence under the Radioactive Substances Act.
To imagine that the secret police would not be interested in 'small scale' uranium or thorium refining is as silly as the rest of this proposed enterprise.
Even without the legal question, how could someone unable to afford a fully functional computer possibly afford the high costs of adequate radiological protection?
If you believe that low level exposure is not a problem, think of all the children born with birth defects in Fallujah as a result of exposure to dusts and aerosols of depleted uranium from American armour piercing weapons.

In the US you're allowed to have <15lbs of uranium, It's just very hard to find. Not too sure about thorium, but theodore gray doesn't get in trouble. :p
Gah, ninja edit. As for protection, I have plenty of lead and water stops neutrons quite well.
