I occasionally read something about magnesium cement. I decided to make some because I like to watch interesting reactions and I thought it might be a good homemade rocket engine nozzle material. Some webpages mentioned that it is stronger than ordinary cement and can stand high temperature.

I don't know about Magnesium Oxide cement, but I imagine Magnesium Oxide ceramics are made by sintering the pressed pure powder at extreme temperature. They might use small amounts of other ingredients to reduce the sintering temperature or modify the ceramics properties in the same way metal alloys are formulated.
