HUGE 175:1 instrument transformer. Weighs 144lbs. Model ABB VOZ-15. Manufactured in 2014
I ballasted it down to 1500w and pulled some nice arcs. These reference transformers are built like a tank, and can often handle MUCH higher power than rated for a limited amount of time. In fact the ANSI BIL is rated at 150kv on this transformer!

Description says 175:1 instrument transformer.
Shouldn't the title say 21000 to 120 volts?
Are you hinting that the taker might misuse the item? smile

On your nameplate picture there's a figure like 11 near the top right. Would closer inspection show: [kVA 1.1] ?

Too bad I have no road trips planned to the SLC vicinity.

It's continuous duty rating is 2000 VA @ 30 degrees C. Easily double or triple that for intermittent duty.
1.1 RVF/FTC. Rated Voltage Factor.
