With regard to Metals and high magnetic flux levels, the limiting factor is saturation, at which point the relative permeability drops to that of the surrounding air. I did some intensive tests back when I built Field coil Loudspeakers, and Iron with a carbon content of around 0.2% will saturate at 2.1 Tesla. There is an alloy called Permendure, 50% iron, 50% cobalt which goes up to 2.4Tesla, and that´s about it.
