The current rating usually refers to the common-mode choke inside it, and it needs to be rated for the load current. You can push over the current rating for a brief time, but it will depend how quickly it heats up inside (if its potted in epoxy and a metal case, then its difficult to know how quickly the choke is heating up). How much current does the system draw?
Otherwise, you can use decoupling capacitors across the 3 mains conductors, without any choke coils.
The Terry filter protects the high voltage transformer from any RF currents and voltage spikes. The EMI filter tries to shunt RF currents/conducted interference from the active and neutral mains conductors to the earth conductor, keeping mains power "clean" from noise that would otherwise reflect back from the Tesla coil.
When I was using my laptop in my workshop while playing with a small spark-gap coil I only used a plug-in filter for the laptop's charger, as there was nothing else the coil could damage (big steel structure for RF grounding, very long underground power cable with heaps of parasitic capacitance to earth for "natural filtering" lol). However, I would be MUCH more concerned with filtering/grounding if I fired up a Tesla coil in my office, with a bunch of gadgets plugged into the same circuit.
