I just wound my new secondary with 26 awg and by the time I got to the end of the role the coil measured 19 1/4 inches. Will this be enough to effect performance? Coil form is 4" pvc Power supply 15kv 120ma Toroid 4" x 17" MMC - multiple taps up to 34nf

That's right if coil form OD is 4 inches, which matches nominal 3½ pipe size. If Crash used nominal 4 inch pipe, then the OD is 4.50 inches and H/D is 4.28.

You're going to be fine.
I have a similar problem, my primary ended up short, so its affected all my calculations and has upset the H/D of the secondary. BUT, as long as it is resonant and tuned you'll be fine.
I'll put it this way, my pri. is so short, I've had to resort to using 18 AWG wire for the secondary coil, at 20" winding length, and it works fine. If you're not that far off, don't worry.

Just a note though, you probably won't be able to run at full power, there will probably be a lot of primary strikes at 75% power.
I'm building a 15kv/60mA system, and my guesstimate is 5 feet of arc at full power, you would be in the 8 foot region, so it will probably eat itself full open.
